Upgrading to WP hosting.

Hi there,
We recently had a website built out via WP, however, our developer will not share our login information with us. We have proof of payment, proof that all content belongs to us as well as all the godaddy information. Is there any luck of us getting into our dashboard or are we out of luck and need to start over? We’d like to upgrade to WP Premium to make some template changes.
