  Is it possible to upgrade through a purchase order, or is it credit card/paypal only?

  Yes. WordPress.com upgrades need to be paid upfront. Purchase Orders aren’t accepted. You can print a receipt from your “manage purchases” once you’ve upgraded if you need to get reimbursed.
