If this is the blog you are talking about, http://skinbysophia.wordpress.com/ , then you do not have to do upgrades. WordPress takes care of that for you. All wordpress.COM blogs are on the latest version.

Well, I guess my core question is how do I upload a custom theme-my friend said they had that option in their dashboard and I don’t. I want to upload a custom theme called hamasaki. I just can’t seem to follow the directions.

We cannot add themes at wordpress.COM, we are limited to the themes found in the dashboard under appearance > themes. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.

http://support.wordpress.com/com-vs-org/If you want to upload your own themes, then you will have to self-host your blog on a third-party hosting site such as godaddy or dreamhost. Figure a monthly cost of around $10 to $25 (including domain registration costs).
You will be responsible for the installation, configuration, all upgrades, all troubleshooting, etc. If something goes wrong, you have to figure it out and fix it.
Also, if you go self-hosted, you need to see support at http://wordpress.ORG/support/ , not here. This forum is for blogs hosted here at wordpress.COM.
