  That is something that can easily be done with a self-hosted site using the WordPress.org software. Here at WordPress.com uploading custom themes and plugins requires upgrading to the Business plan. https://wordpress.com/pricing/

  PS: But WordPress.com has a choice of 380 free and Premium themes and many of the more popular plugins are pre-installed.
