upload a custom site or get a refund

  My designer has created a custom site for me using wordpress, but it appears it cannot be uploaded to wordpress.com? how do i upload it? if that is not possible i need to find another provider that allows this and to get a refund from you guys. please let me know asap because i need to get the site up soon.

  I’m sorry, we don’t allow uploading custom themes—that’s only available to self-hosted WordPress.org sites.

  (For your reference, here are the differences between WordPress.com and WordPress.org.)
