Upload a theme

I am a wordpress.com blogger and I am in the process of changing my theme. I see some on websites and I want to know how do I go about purchasing that and being able to use it on my website. I also would like to purchase my domain name but unsure if I do that through wordpress, or another website like Godaddy.com
Please help!The blog I need help with is: (visible only to logged in users)

This is the wordpress.COM support forum. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
You cannot upload any custom themes or third party themes, or create your own theme here at wordpress.COM, or use stylesheets from another theme. You can do those only on wordpress.ORG installs on paid hosting.
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

There is no upgrade you can buy here that changes that.WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. For a wordpress.ORG software install on paid hosting if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

If you can locate a theme you like here https://wordpress.com/themes/ and you choose to have your site remain hosted here by wordpress.com then I will answer your second question below.
All wordpress.com hosted blogs are on wordpress.com subdomains like this: *http://NAME_OF_BLOG.wordpress.com
If you wish to you can purchase your own custom domain and map to it, or map to an existing domain URL that you already own from the underlying .wordpress.com subdomain URL.
