  I was trying to upload a Theme on my account , but I can’t that option , I don’t whats the issue , can you help me please ?

  All available free and Premium themes for a free site are at https://wordpress.com/themes Any other themes you see/buy on the Interweb are designed for sites hosted elsewhere and using the WordPress.org software. They can be used here by upgrading to the Business plan.
