Upload a theme requires business plan

  Previously, uploading a theme via Zip file was free. But somehow now requires a business plan. Is this new or I am doing something wrong?

  To the best of my knowledge here at WordPress.com it was never possible to upload a theme really designed for a site using the WordPress.org software until a couple of years ago when changes were made to the Business plan.
