upload a widget

  I want to upload a Paypal widget. The instructions seem clear enough on https://wordpress.org/plugins/paypal-donations/installation/
  and I have downloaded the widget into the appropriate wp-content folder, but now I can’t find a way to upload it.

  I search for Plugins and all I find is help on configuring existing ones, not uploading a new one.

  Please help.

  You can’t use/install plugins on WordPress.com
