Upload and activate title link widget

  hey guys
  i wanted to upload the title link widget in my account, but I do not have the plugin section. i want to add a link in the main title, not just in the blog title.
  can you please help?

  Plugins cannot be installed on WordPress.com sites. If you want to use plugins you need to switch to a self-hosted WordPress.org site.
