Hello and thank you! I went to the link and read the instructions about how a webmaster can upload a file via the media option. I am sorry I was not specific enough and need to clarify better here.
I have an editing service website. When a potential client fills out my Contact Form to get a quote from me, they need to be able to also send me their PDF or Word document at the same time so I can review it. I need an “upload file” option on my contact form so they can send me a file.
I do not see an upload file option when creating my contact form. I see name, text, email, drop down, radio, website, etc., but no upload option. I’m sure other editors must need this option too. I am at editwrite101.wordpress.com.

No, there is no Upload File option on free hosted WP.com blogs. It’s a HUGE security issue, and so for our safety it has not been enabled.
You can get them to upload the documents to Google Drive or Dropbox or Fileden or something instead, and send you the link to it there.

You can also get them to contact you via the contact form, which will then give you their email address. You can go to step two via email attachments.
