  As for WordPress.org the answer is YES

  There are a few other code restrictions here as outlined in this support document: http://support.wordpress.com/code/ .

  no not in a post or a page but like when u upload a picture to your bandwidth or something you cant do that?

  No. You cannot use them on WordPress.com at all.
