upload image icons gone!

I have one blog, on which the upload media toolbar is above the text box in the edit post page. there are also links for “media”, “links”, and “pages” in the sidebar on the left. This seems fine.
However, the other blog on which I’m an author doesn’t have the media toolbar above the text area. I can’t upload a image to my post without it! I’ve tried using a different browser (Firefox -> IE), to no avail. Perhaps this is related, but I can’t see the “media”, “links”, and “pages” links on this dashboard–only “posts”, “comments”, and “polls” are there!
Any help would be appreciated by this WP newbie.

An “author” would have the ability to upload files. A “contributor” would not. Also, I don’t think contributors can create pages, just posts.

In fact even authors cannot create pages. Only editors or administrators can edit and create pages.
