  Hello , it;s my first time try to make a website for my company. I want to ask that which kind of version I should upgrade (how much per month?) so I can upload my plugins?
  I want to upload qtranslate so I can switch the language quickly. Thanks!

  @unitedmetals the hosted service of WordPress.com doesn’t allow you to upload your own plugins. Here you may only use the built-in plugins provided (https://en.support.wordpress.com/plugins/)

  You may build your site using self-hosted WordPress CMS (WordPress.org) to upload and use your own plugins.
