Upload new theme

  I want to upload a new theme I have gone into wp admin and themes but its not giving me the option. Help please?

  You can upload your themes on WordPress.org, but not WordPress.com however you can select any of the themes from http://www.wordpress.com/themes for your WordPress.com blog!
