  we are trying to upload photos from South Africa and have found wifi here is slow and we can’t upload. is there any difference in how photos upload with a paid plan ?

  You are describing either a browser related issue of a connectivity issue.

  Make sure you are running an up to date browser version found at https://browsehappy.com Try clearing your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and see the tips here https://en.support.wordpress.com/browser-issues/

  If you are not successful please provide this specific info:
  (a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
  (b) Exactly which browser (and version of it) you’re using by checking here if necessary http://supportdetails.com/
