Upload plugin and create content before choosing which plan

What’s the best and cheapest way for me to add a plug-in to input content on before getting a solid site to be customized by an experts before launch. Ideally, just want to use the Plug-in’s templates for now and need some kind of WP site that I then upgrade to. How should a WP illiterate do that. peter

Firstly, it is important to know that there are two types of WordPress- WordPress.com & WordPress.org open source software. I know this can be confusing, but there are two types of WordPress. If you want to know more about the differences between WordPress.com and WordPress.org you can read this document:
Where you are posting now is WordPress.com which is a managed environment. Here plugin installations are made available for users with a Business plan upgrade only. The Free Plan has limited possibilities with some popular plugins embedded. If you want to use third party plugins and themes, you must upgrade to the Business Plan. You cannot test & try plugins before an upgrade.
As an alternative you could try the WordPress.org software for what you are looking for. You can start a thread in the below mentioned link, which will bring you valuable inputs from more experienced users there and help you make an informed decision. You can always bring your site over to WordPress.com with a suitable upgraded plan when you feel ready for launch.
