Upload problem

It seems that with the latest WP update, uploads no longer work. Adding an image to a page with an upload does not create the “month” directory ’02/’ in the ‘2010/’ year directory, though the URL of the inserted image shows as being in ‘2010/02/’. But even after creating the ’02’ directory with ftp, images are not uploaded.
Is anyone else having this problem?
