We cannot add themes at wordpress.COM. We are limited to the themes found in the dashboard under appearance > themes. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.
Themes here have to be modified to work within the restrictions here and to support the unique features here. Themes straight off the internet (which are for self-hosted blogs) will not work here.

http://en.support.wordpress.com/com-vs-org/If you have CSS editing experience, you can get the Custom Design upgrade, which will allow you to stylize the themes here, but it does not allow you to change the functionality. CSS is also themes specific so you cannot use the CSS from one theme with another theme. Before buying the upgrade, you can go to appearance > Custom Design and to the CSS tab and wordpress has provided a preview function where you can try out changes before you buy the upgrade.

OK thanks for the reply. I don’t know what are security risks to wordpress.com because it don’t support theme uploading due to security risk, don’t support chatroll, iframes due to security risks, don’t support flash contents due to security risk bla bla bla… :(
blogger is supporting all the above and don’t have any security issues. -

The theme uploading restriction is not a security issue, it is a compatibility issue. Outside themes would have to be modified first before they would even work here. Things have to be added to support the unique features here, they have to be inspected for possible security issues (there are actually a good number of themes out there with security issues) and have to be tested to all the major browsers and versions.
If you want to use a theme you found on the internet, or want to install plugins or flash or javascript, you can certainly self-host a wordpress installation at a third-party hosting service. You are then free to install and hack to your heart’s content. If you blow up your site, then just your site goes down. Here if someone installed some bad code, they could conceivably bring down millions of sites, and wordpress.COM can’t allow that to happen.
