Upload theme

I tried to upload a theme and was prompted that I had to be a premium user. So I upgraded. Now when I try to upload I am now being told I need to upgrade again to Business! Surely this is wrong?

You do need the WordPress.com Business plan to upload a theme, as you can see on the support page for Uploading a Theme.
It’s also possible you were looking at Premium themes, which are included with the WordPress.com Premium plan. So you were asked to upgrade to the Premium plan. But when you wanted to upload a theme instead, you saw that the Business plan was required.
The WordPress.com Business plan also gives you access to plugins, which you can’t install on the Premium or lower plans.
