I am trying to upload a theme I purchased on themeforest. there is no ‘upload theme’ option on my wordpress.org account

This is to ley you know that the site linked to your username is a wordpress.com hosted blog that we do provide support for. Support for wordpress.ORG software installs is provided at http://wordpress.ORG/support/
There is no FTP access to wordpress.COM hosted blogs like that site and no upgrade changes that reality.
You cannot upload any custom themes or third party themes or create your own theme here. You are confusing wordpress.com hosted blogs and wordpress.ORG installs on paid hosting.

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
