I just purchased a new wordpress theme from themeforest.com
can i upload it to my wordpress.com free site?
I do not see the button that says – upload theme –
if I upgrade to premium will I be able to?please help.

No, you cannot upload any theme in wordpress.com
The theme you buy that is for self hosted wordpress.org site. -

You can request a refund from themeforest, I’m sure this happens all the time.
There is no way to install a third-party theme at a WordPress.COM site. The only themes you can use are found in the WP directory. There may be a similar theme by the same designer that you could use on your .COM site.

would an option be to …
buy hosting (lets say from godaddy)
and then can i upload the wordpress theme and then use it on wordpress.org?and would it be a similar wordpress.com – drag and drop set up ?

The only way to use your purchased theme, yes, is to create a .ORG site.
The functionality of .ORG versus .COM is similar, but the software is completely different. I’m not sure how theme installs works.
This support doc. explains the difference between the two platforms.
