  i want to upload theme, but there is no any option for uploading

  The blog I need help with is: (visible only to logged in users)

  Hi there, WordPressdotcom users can use any of the 350+ free and premium themes found in their dashboard or here: https://wordpress.com/themes/ but no other theme. https://en.support.wordpress.com/themes/

  You can however upload and install any theme you wish if you self-host your own install of the standalone WP software on 3rd party hosting.
