  why I can’t upload my theme from my PC.
  please solve my proble.

  Were you trying to upload it to this website – nsbuilder.wordpress.com?

  You need to have a Business plan in order to upload your custom theme to your WordPress.com website.

  You can find more information from this link.

  Alternatively, you may switch to self-hosted WordPress website in order for you to use your own theme.
