  Hello,

  Is it true that I have to pay for a business package in order to upload a custom theme? I haven’t had to do this in the past.

  Yes, to upload custom themes on your WordPress.com site, you will need the WordPress.com Business plan. The WordPress.com pricing page can confirm this. https://wordpress.com/pricing/
