  Hello there, I’m sorry but a free WordPress.com account does not allow to upload a theme. If you wish to have the feature to upload a theme to your WordPress.com site, you may consider upgrading your plan to Business Plan in order to do that.

  To upload any third party WordPress theme, you require a Business Plan.
