Upload theme button not working

  When I navigate to the Install New themes page the Drop Files or Click Here to Intall button is unresponsive. Clicking does nothing, as does trying to drag and drop the zip file from my folders.
  I have downloaded the theme I want but I haven’t installed any plugins, added any pages, or done anything besides add my username, logo, and web domain.
  How can I trouble shoot this?
