Uploading of custom themes isn’t allowed here at WordPress.com. You can rid a bit more about that here:

There are a ton of beautiful themes available in the Theme Showcase. You’re able to filter the results, too. If you’re looking for a specific layout, color, features, etc. You also have the option to demo the theme before choosing to activate. The link below will take you to the Theme Showcase.
If you were using the self hosted version of WordPress, which is WordPress.org, then you would be able to download themes. You can read about the differences between the two here:
