In order to upload custom Plugins or Themes, you need to upgrade your site with a WordPress.com Business plan.

WordPress.com mostly covers important plugin functionalities for free which is pre-installed with each site automatically learn more about this here.
If you don’t wish to upgrade with a Business plan and you still wish to use custom Plugins, then you can use the Self-Hosted version of WordPress which is available at WordPress.org.

Hi there, sites on the WordPressdotcom Free, Personal and Premium upgrade plans can activate any of the themes found in our Theme Showcase at https://wordpress.com/themes/
If you have a custom built theme that would like to upload here, you’ll need to upgrade to the WordPressdotcom Business plan. You can learn more about that here:
https://en.support.wordpress.com/business-plan/If you set up a site using the open source WordPress software with 3rd party hosting, like GoDaddy, Hostgator, BlueHost, etc., you’ll be able to use any theme you like. https://en.support.wordpress.com/com-vs-org/
