  I can’t upload my theme because the proceed button is not active due to an error of Comment Reply via Email.

  If you have a free WordPress.com site, you can activate any of the free theme found in our Theme Showcase at – https://wordpress.com/themes/free

  If you want to upload a 3rd party theme, you’ll need to upgrade your site to our Business plan. More about that here: https://en.support.wordpress.com/plan-features/#wordpress-com-business
