cc-sg.org is a WordPress.org site hosted by Vodien, rather than WordPress.com. There is some information about the differences between the two in this guide:

It sounds like the issue could be related to the speed of your internet connection speed. If file uploads are faster on a different network, it may be worth contacting your ISP to ask if there are any issues on their end.
