uploading a custom logog

  Hello. I am trying to create a custom header. Supposedly if I create one that is 940 x 198 it won’t get cropped. But it seems that WP wants to crop it no matter what size I make it. What is going on and how can I upload a 940 x 198 logo without it getting cropped? Thank you.
