uploading a plugin

  I am making site which I already have hosting for an do not want to upgrade to the business plan. How do I upload a plugin? I dnt want the site live yet…hence why I am creating it on wordpress.com first

  Note that all the free WordPress.com plan, the WordPress.com Personal plan and the WordPress.com Premium plan come with a range of built-in plugins that are best suited for their needs. You can see the list of built-in plugins here. https://en.support.wordpress.com/plugins/

  As for installing custom plugins, you will need a WordPress.com site on the WordPress.com Business plan. The WordPress.com pricing page should confirm this. https://wordpress.com/pricing/

  Alternatively, you can create a self-hosted WordPress (WordPress.org) site using https://wordpress.org/
