Uploading a theme

I cannot upload a theme i downloaded from wordpress.com. When I go to my admin panel, then click appearance, then click theme, it does not show an “add new” or “install theme” option as I have been told many times will be there. There is also no trouble shooting advice re: this not being there.
What do I do?

The only themes we can use on free hosted WordPress.com blogs like your blog are the themes found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,

You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. Learn about the differences here. http://support.wordpress.com/com-vs-org/

We cannot upload themes here at wordpress.com, that theme will only work on a self-hosted install of wordpress.

You post to the WordPress.ORG support forums because we don’t provide support for that here.WordPress.com and WordPress.org are completely separate, have different log-ins and run different versions of some themes with same names. http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
