uploading a theme

I am new to developing a website. Everyone is telling me to start with finding a theme that I like. Now that I have downloaded a non-WordPress created, custom theme, I am reading that it is no longer possible to upload a custom theme. Are the only themes in which I can use come directly through WordPress? Could you please clarify?

Yes, you can’t upload custom themes on blogs hosted here at WordPress.com and access to files is also not allowed. You can, however, choose from a long list of themes already available.
With Premium and Business plans, you can also customize them using CSS.
Do note that self-hosted blogs, the ones which you upload to your own web host and use WordPress software downloaded from WordPress.ORG, can be customized via custom themes or plugins.

Thank you. This includes website themes? What if my website is hosted somewhere besides WordPress?

Take a look at the themes and see which ones you like the best. Try filters as well, like Portfolio and Magazine.
If you already have a website, you can’t directly copy its design and theme here. You can only use the themes already listed and customize them using CSS by upgrading to Premium or Business plan.
Blogs can be given a look of websites by replacing the front page (which by default shows recent posts) with a static page, and transferring the posts page somewhere else.

Ok, what’s up with all these company’s charging you for a WordPress custom Theme? Are they just scam companies? at one time, could you upload these, but not with the new version? I am very confused as to why it seems like there are so many options, but you are saying that none exist….

If you have a WordPress blog, that you have uploaded to your web hosting provider and it is setup there, you actually can upload any theme you want to it. It uses the blog software from WordPress.ORG.
If you have a hosted blog here at WordPress.COM, then that won’t have access to files and hence only the themes which are provided to you can be used. Do note that WordPress.COM is a shared platform, anyone can create free blogs here and all share a common WordPress core. To ensure security for all, access to themes and files is not granted.
synchronicityconsulting.wordpress.com is a WordPress.COM blog that you created for free; everything was already installed and setup, you just had to choose a username. If you want to apply themes to it, you can choose from dozens of free themes available here.
You just can’t upload your own themes to it and you only have to pay if you want to modify themes using CSS.

Another issue I am running in to…Why is it that I do not have an option under “appearance” to “Add New Theme” from my desktop? Is this because I have not yet chose a hosting provider? Will I see this option after I chose my hosting from someone other than WordPress? I have a theme on my desktop that I am trying to upload.

That “add new theme” does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,

There is no upgrade you can purchase here that changes that reality.
To install plugins or third party themes into a site then you have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.
