  On uploading a WordPress theme you can find info on it here. To quote the answer:

  Uploading Custom Themes

  Uploading a third-party or custom theme is possible only on self-hosted sites using the WordPress.org software. This means that you cannot upload any themes to your WordPress.com site. Learn more.

  Instead of uploading a theme, try checking out the current theme collection to see if there’s an option there that will work well for you.

  If you wish to know how to change your theme to another on WordPress.com, you can go to https://wordpress.com/themes.

  You cannot upload themes on wordpress.com platform, If you want more customization options you need to move to self hosted platform at wordpress.org
