  Hi, will I be able to upload a theme I downloaded from Envato if I upgrade to the Premium plan? or is it only available to Business plans? Thank you.

  You do have to be on a business plan to upload themes and or plugins. You can view what is included with each plan on this page: https://wordpress.com/pricing/
