  Can I upload a theme?

  WordPress.com users can activate any one of the 200+ themes we find in our Dashboards under Appearance>Themes or in the Theme Showcase http://theme.wordpress.com/

  Buying the Custom Design upgrade does not give you the ability to upload themes. What it does is give you the ability to customize any of those 200+ themes. http://en.support.wordpress.com/custom-design/
