uploading a theme to wordpress.com

  What does it mean to be hosted by wordpress.org? Is this a seperate function from my hosting account with godady? I just linked my wordpress blog to godaddy hosting and I want to upload a theme I have saved on my computer. It appears that when I go to appearance and manage themes there should be an option to add new themes. It’s not there. Please advise!
