uploading existing web pages

I am the webmaster for my union local. Our current site is at nespa.home.att.net. We need to move it to a new host because AT&T is going to stop hosting web pages at the end of March. Can I move the whole site, lock stock and barrel, to wordpress.com (with just a minor modification to the code that gives the base location)? It’s written in rather old fashioned html 4.0 (or 4.3 or something like that) because that’s what I learned and I never learned anything newer. I know there is no FTP access, but I was hoping there would be some way to simply upload my pages and other content.

There is not a way to upload .html pages into WordPress.com. Since http://nespa.home.att.net/ was created with hand written html, what you could do is copy and paste the content of each page into a WordPress.com page:
http://en.support.wordpress.com/pages/#videoIf you can copy *just* the content area of the html pages, you can paste that into the html editor.
Keep in mind that some html tags are not allowed at WordPress.com, such as custom form code, iframe tags, embed tags, and some others. There is a list of all the allowed html tags on the Code help page.
