Uploading files other than images

I have a free account and I am unable to upload js, csss or rar files. Only option available to upload file is for media.
Is this functionality unavailable to free users?
The blog I need help with is: (visible only to logged in users)

Not all file types are allowed – security reasons
If you upgrade you should have the ability to upload zip files – so you could put some of the files up as zip and visitors could then unzip them when they were downloaded – or you can put the files on a file sharing service and link to the files not on your site

Free blogs can upload images (jpg, jpeg, png, gif), documents (pdf, doc, docx, odt), presentations (ppt, pptx, pps, ppsx) and spreadsheets (xls, xlsx).
Blogs with WordPress.com Premium or WordPress.com Business can also upload audio (mp3, m4a, wav, ogg), video (mp4, m4v, mov, wmv, avi, mpg, ogv, 3gp, 3g2) and zip files.

As auxclass indicated above you cannot upload any CSS files or rar files
The support docs are all at http://support.wordpress.com where the search box works very well.
And, as banhgao indicated reading the accepted file types provided your answer https://en.support.wordpress.com/accepted-filetypes/ -
