  can I post photos from picassa or from files on my own computer or do I have to use flicker?

  You can use any photo hosting site that allows you to hotlink: picassa, flickr, photobucket or whatever, or you can upload straight to WordPress. All you need to use an off-WP service is the URL of the picture.
