Uploading landing-pages folder

How do I Upload landing-pages folder to the /wp-content/plugins/ directory? I’ve been looking for hours trying to figure this out. Why is this so difficult? Do I need to self -host? What steps do I need to do this? Can someone please help me out? Thanks.

You cannot do that on any wordpress.COM hosted site, regardless of upgrades.
WordPress.com blogs have built-in plugins only.
You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

Hello,
The ad for what I saw said that a FREE landing-pages folder will soon be available for WordPress. Does anyone know exactly when that will be? BTW, I caught the .ORG and .COM references you spoke of myself. But how much will paid web hosting service cost and how much will it cost to sign up for .ORG?
