  My upload media is frozen. I can get as far as selecting the picture from my files. But after that it refuses to upload. Maybe the function is down.

  The function is not down. Others have discovered that upgrading their browser versions resolved the issue. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching to another browser.
