Uploading Media (Pictures either jpeg or pdf

  I’m new to WordPress and trying to create my 2nd blog. I want to insert a picture into this blog, but I can’t seem to work your system. Under “Help”, I opened “Media-New” and followed the instructions. I am using “Select Files” to choose my media. I want to use jpeg, but will accept pdf. I can’t find any information in your system about which data is supposed to be selected. The files are a picture, 4.55 MB for jpeg and 213 KB for pdf. I would rather use jpeg. Your instructions say it will take a long time to upload, but neither 4.55 MB or 213 KB is that large. What am I doing wrong?
