Uploading pictures directory issues

  I am trying to get started with wordpress but am unable to upload any pictures. I keep getting this error

  Unable to create directory /home/whimsica/public_html/blog/wp-content/uploads/2007/07. Is its parent directory writable by the server?

  I am with Ipower web and I cannot get any help from them. I cannot believe I cannot figure this problem out. At this point I am frustrated and ready to give up on something as simple as getting my pictures uploaded. Please any help would be appreciated.

  We can only support WordPress.com hosted blogs, not WordPress.org blogs hosted on your own web host service. Only your hosting provider can tell you what the problem is.
