There are a couple of different ways you could do this depending on the kind of phone and desktop setup you have.
Regardless of your setup, when I’m in a situation where I have a photo or document on my phone that I need to access on my computer, I’ll often email the photo/document to myself from my phone, then download it to my desktop while on my computer. Once downloaded to your desktop you should be able to upload it right into your media library so you can add it to your blog.
Alternatively, you could also add the photo from your phone directly to your blog draft by using the WordPress.com mobile app on your phone:

Sending the photo from your phone to your computer is one option. Besides emailing you can also send the file directly between devices using Bluetooth, or if you’re using Apple devices you can also use Airdrop.
But I’d recommend using the WordPress mobile app. Install that on your phone and log into your WordPress.com account.
On your desktop browser, save the draft post and exit the editor.
Open the app, go to Posts ->Drafts, and find the draft post. Open it, tap at the point you want to insert the image, and tap the + button to add it to the post (make sure the mobile version contains all the content you have on the web version. If it doesn’t, press back and pull down on the posts screen to force a refresh):
Save the draft and exist the app (if you tap the back-button on your screen, it should save the draft automatically and sync the changes back to the web).
Back on your desktop, open the post for editing again. The image you added via mobile should now be visible there, and you can continue working in your browser.
