  Is there a way to upload plugins here, or is that only an option for wordpress.org?

  Plugins are only applicable to self-hosted sites using the WordPress.org software. They are not permitted here at WordPress.com for various security reasons.
  However, the most popular plugin functionality is included within all the WordPress.com sites automatically.
