  im looking to install elementor pro manually on my site (as a zip file), however it seems like the plugin upload section is blocked.

  Jetpack: Yes
  Correct account: Yes

  You can’t install third party plugins as Elementor Pro on a wordpress.com site unless you upgrade to the Creator Plan.
