uploading plugins

i am currently just using a computer at work and in some internet cafe near our place. i chanced upon some blogs that has a very different look than what i have and i found out that it was because of plugins. my question is can i upload plugins to wordpress blog even if i change computer every time? if yes can you please help me how to do it. i surely would appreciate every answer you can give me regarding this.
